Last month’s bipartisan tax cuts and spending deal has deepened the federal deficit dramatically this year, putting the government on track for a nearly $1.5 trillion shortfall — the largest in history — the Congressional Budget Office said Wednesday.

The sobering check on the country’s finances was announced a day after President Obama‘s address to Congress and underscored the country’s tenuous fiscal standing, which could doom many of Mr. Obama‘s initiatives to boost government spending on education, roads and other infrastructure.

The CBO did say the economy appears to be improving, albeit slowly, from a deep recession that drove the unemployment rate to more than 10 percent. The rate is still above 9 percent, despite efforts by Mr. Obama and Congress to pump money into the economy.

“It’s been a slow recovery by the standards of our past. The labor market in particular has been coming back slowly; income has been coming back slowly,” said CBO Director Douglas Elmendorf.

Democrats said the report signaled that the economy is stabilizing and credited their own actions over the past two years. They also warned Republicans against cutting spending too deeply.

“The double-dip recession that many of us feared is not likely to happen. I think it’s pretty clear that’s the result of a lot of measures that have been taken by Congress and the president,” said Rep. Chris Van Hollen, Maryland Democrat.

The CBO said the deficit for fiscal year 2011 will reach $1.48 trillion. That tops 2009’s real-dollar record of $1.42 trillion, thanks to the sluggish recovery and to the bipartisan deal struck last month during the lame-duck session of Congress.

Members of both parties argue that the time has come to tackle deficits, though Democrats also are fighting a rear-guard action to preserve their spending priorities against an onslaught by Republicans, who are proposing both broad and specific cuts.

The first test will come in a few months, when Congress must vote to raise the debt ceiling or else shut down the government. Republican leaders have vowed to attach spending limits to the debt increase, presaging a showdown with the administration.

On Wednesday, a group of 21 Senate Republicans introduced a balanced-budget amendment to the Constitution, arguing that lawmakers will keep increasing the red ink if their hands are not tied.

“Time after time, Washington has promised to bring down the debt, but then kept the spending going — increasing the mountain of debt our kids and grandkids will have to pay for,” said Sen. Orrin G. Hatch, Utah Republican.

Meanwhile, Republicans are fighting off Democrats’ calls for higher taxes to offset spending.

In December, both parties took the path of least resistance: Democrats agreed to more tax cuts and Republicans to more spending.

The CBO‘s prediction for the 2011 deficit deepened by nearly $400 billion. The effect of the December tax cuts and spending bill will have an even deeper effect in 2012, with a deficit of more than $400 billion, and will continue through 2013, when it increases the deficit by more than $100 billion.

On Tuesday, Mr. Obama vowed to revisit the tax cuts in two years and insisted that the rates for upper-income taxpayers should rise to pre-2001 levels.

“If we truly care about our deficit, we simply can’t afford a permanent extension of the tax cuts for the wealthiest 2 percent of Americans,” he said in his State of the Union address. “Before we take money away from our schools or scholarships away from our students, we should ask millionaires to give up their tax break.”

Republicans say Democrats have it backward when they blame tax cuts for the deficits.

“You can only believe that the extension of current tax rates for two more years creates a bigger deficit if you believe that all of the money earned by the American people is the government’s money, which the government is kind and charitable enough to let you keep a portion of,” said Sen. John Cornyn, Texas Republican. “What it does is it tells us how much money is going to be coming in the front door. And what we are saying is we need to control how much money goes out, and there needs to be balance there.”

The CBO sounded other warnings.

The nonpartisan agency said debt held by the public, which was less than $6 trillion two years ago, topped $9 trillion at the end of fiscal year 2010, amounting to 62 percent of gross domestic product.

On the positive side, the CBO predicted that inflation will remain low in the short term. It said the economy will grow at an annual rate of about 3 percent in 2011 and 2012, which is lower than in past U.S. recoveries, and unemployment levels will remain high through at least 2016.

Tim Adams signs affidavit declaring long-form, hospital-generated document absent.

Former Hawaii elections clerk Tim Adams has signed an affidavit swearing he was told by his supervisors in Hawaii that no long-form, hospital-generated birth certificate existed for Barack Obama Jr. in Hawaii and that neither Queens Medical Center nor Kapi’olani Medical Center in Honolulu had any record of Obama having been born in their medical facilities.

Adams was employed at the City and County of Honolulu Elections Division from May 2008 through September 2008.

His position was senior elections clerk, overseeing a group of 50 to 60 employees responsible for verifying the identity of voters at the Absentee Ballot Office. It was in this capacity that Adams became aware of the search for Obama’s birth-certificate records.

“During the course of my employment,” Adams swears in the affidavit, “I became aware that many requests were being made to the City and County of Honolulu Elections Division, the Hawaii Office of Elections, and the Hawaii Department of Health from around the country to obtain a copy of then-Senator Barack Obama’s long-form, hospital-generated birth certificate.”

As he inquired about the birth certificate, he says, his supervisors told him that the records were not on file at the Hawaii Department of Health.

“Senior officers in the City and County of Honolulu Elections Division told me on multiple occasions that no Hawaii long-form, hospital-generated birth certificate existed for Senator Obama in the Hawaii Department of Health,” Adams’ affidavit reads, “and there was no record that any such document had ever been on file in the Hawaii Department of Health or any other branch or department of the Hawaii government.”

In a recorded telephone interview, Adams told WND that it was common knowledge among election officials where he worked that no long-form, hospital-generated birth certificate could be found at the Hawaii Department of Health.

“My supervisor came and told me, ‘Of course, there’s no birth certificate. What? You stupid,’” Adams said. “She usually spoke well, but in saying this she reverted to a Hawaiian dialect. I really didn’t know how to respond to that. She said it and just walked off. She was quite a powerful lady.”

Moreover, Adams was told that neither Queens Memorial Hospital nor Kapi’olani Medical Center had any records of Obama’s birth at their medical facilities: “Senior officers in the City and County of Honolulu Elections Division further told me on multiple occasions that Hawaii State government officials had made inquires about Sen. Obama’s birth records to officials at Queens Medical Center and Kapi’olani Medical Center in Honolulu and that neither hospital had any record of Senator Obama having been born there, even though Governor Abercrombie is now asserting and various Hawaii government officials continue to assert Barack Obama Jr. was born at Kapi’olani Medical Center on Aug. 4, 1961.”

“We called the two hospitals in Honolulu: Queens and Kapi’olani,” Adams stressed. “Neither of them have any records that Barack Obama was born there.”

In 2009, WND documented that Obama and his supporters had first claimed he was born at Queens Medical Center in Honolulu, before the story changed to Kapi’olani Medical Center in Honolulu.

After WND’s report on the two conflicting hospitals, online news sites including the United Press International and Snopes.com scrubbed their websites to eliminate any reference to Queens Medical Center, substituting instead that Obama was born at Kapi’olani Medical Center without explaining the discrepancy or the correction.

Hawaii Gov. Neil Abercrombie

In 2010, then-candidate for governor Neil Abercrombie was involved in an Obama birth controversy when he read a letter at a Kapi’olani Medical Center centennial dinner in Honolulu that supposedly was authored by President Obama, claiming Kapi’olani as his birth hospital.

As WND reported, the letter read by Abercrombie and initially displayed on the Kapi’olani website turned out to be a computer-created likeness of a letter using HTML code, the building blocks of Internet websites, not an actual paper letter.

The White House has still not confirmed it wrote or sent the letter.

Moreover, Adams claims, the Hawaii government was engaged in a cover-up designed to tell the American public through the Obama-supporting mainstream media that Obama was born in Hawaii, even though no long-form, hospital-generated birth certificate for Obama could be found on record in the Hawaii Department of Health.

In the affidavit Adams swears, “During the course of my employment, I came to understand that for political reasons, various officials in the government of Hawaii, including then-Governor Linda Lingle and various officials of the Hawaii Department of Health, including Dr. Chiyome Fukino, the director of the Hawaii Department of Health, were making representations that Senator Obama was born in Hawaii, even though no government official in Hawaii could find a long-form birth certificate for Senator Obama that had been issued by a Hawaii hospital at the time of his birth.”

Adams further swears his supervisors told him to quit asking about Obama’s birth records.

“During the course of my employment,” Adams states in the affidavit, “I was told by senior officers in the City and County of Honolulu Elections Division to stop inquiring about Senator Obama’s Hawaii birth records, even though it was common knowledge among my fellow employees that no Hawaii long-form, hospital-generated birth certificate existed for Senator Obama.”

“I can go get my long-form, hospital-generated birth certificate,” Adams told WND. “And so I don’t understand, this whole controversy should have been settled three or four years ago in about five minutes.”

Nor does Adams feel the short-form Certification of Live Birth is authoritative documentation proving that Obama was born in Hawaii.

“My basic assumption is that he wasn’t born there,” Adams said. “Certifications of Live Birth were given to people who were born at home, or to people who were born overseas and whose parents brought them back to the islands. If his parents were U.S. citizens, or if one parent was a U.S. citizen, as was the case with Obama, the family would apply for a Hawaiian birth certificate when the parents came back from overseas. That’s normally how you would have gotten on [a Certification of Live Birth] in the 1960s.”

WND has reported that in 1961, Obama’s grandparents, Stanley and Madelyn Dunham, could have made an in-person request at the Hawaii Department of Health for a registration of a Hawaii birth, even if the infant Barack Obama Jr. had been foreign-born.

In the past few days, Abercrombie has represented that there is a registration of Obama’s birth in the state archives.

But the state registration of birth in 1961 theoretically could prove only that the grandparents had registered Obama’s birth, even if Obama was not born in Hawaii.

Similarly, the newspaper announcements of baby Obama’s birth do not prove he was born in Hawaii, since the newspaper announcements could have been triggered by the grandparents appearing in-person to register baby Obama as a Hawaiian birth, even if the baby was born elsewhere.

WND has documented that the address reported in the birth announcements published in the Hawaii newspapers at the time, 6085 Kalanianaole Highway, was the address where the grandparents lived.

WND has also reported that Barack Obama Sr. maintained his own separate apartment in Honolulu at an 11th Avenue address, even after he was supposedly married to Ann Dunham, Barack Obama’s mother, and that Ann Dunham left Hawaii within three weeks of the baby’s birth to attend the University of Washington in Seattle.

Dunham did not return to Hawaii until after Barack Obama Sr. left Hawaii in June 1962 to attend graduate school at Harvard University in Cambridge, Mass.

It’s possible the yet-undisclosed birth record in the state archives that Abercrombie has discovered may have come from the grandparents registering baby Obama’s birth, an event that would have triggered both the newspaper birth announcements and availability of a Certification of Live Birth, even if no long-form record exists.

WND has confirmed with Glen Takashasi, elections administrator for the city and county of Honolulu, that Adams was indeed working in their elections offices during the last presidential election.

AUSTIN, Ind. (WDRB Fox 41) — Indiana State Police say they’ve determined that three children who were found dead inside a home in Scott County, Ind. were shot to death by their biological mother.

According to a news release distributed by the Indiana State Police, 30-year-old Amanda Bennett shot and killed 14-year-old Jasmine Abbott, 9-year-old Katelynn Bennett and 4-year-old Ryan Bennett on Friday while at their home in the 200 block of New York St.

Police say that after shooting her children, Amanda Bennett started a fire in the home and took her own life.

The family dog was also shot, but is recovering in a Scott County veterinary clinic.

Police are calling the incident, “a tragic case of murder/suicide that claimed three innocent lives along with the suspect of the murders, Amanda Bennett.”

The official cause of death has not yet been determined, as the autopsies have not been completed, but preliminary autopsy results indicate that all four individuals died as a result of gunshot wounds to the head.

Friends say there were signs of marital problems.

“This past Sunday night we come home from church,” said Karen Barrett, a friend. “There were two loads of cops here and the husband and wife I assume had a scuffle because that’s what my niece said, that Jasmine had come to school talking about her mom and dad getting a divorce.”

But other than that, Barrett says you would never know. “He’d get out and play basketball with the kids, she’d sit out on the porch and watch ‘em play you’d never know there was any family trouble, never,” said Barrett.

Police would not comment on any possible domestic problems. “That is part of our investigation so there are some things that we don’t want to release,” said Goodin.

Debra Davidson is a cook at Austin Elementary and says she’ll never forget 9-year-old Katelynn. “She always gave me and one of the other cooks a hug every day,” said Davidson.

The deaths are something many just cannot comprehend. “I can’t understand it,” said Barrett, “I just can’t see it myself, Lord knows all about it.”

Austin schools had extra counselors at school on Monday.

 

The Wall Street Journal is reporting that China’s biggest bank signed an agreement that would make it the first Beijing-controlled financial institution to acquire retail bank branches in the U.S., though regulators could still block the deal.

Under the deal, Industrial & Commercial Bank of China Ltd., by some measures the world’s largest bank, agreed to acquire a majority stake in Bank of East Asia Ltd.’s U.S. subsidiary. ICBC, as the bank is known, is based in Beijing and is 70% owned by the [Communist] Chinese government.

Bank of East Asia has a total of 13 branches in New York and California. ICBC and Bank of East Asia have talked to U.S. regulators about the deal.

The move represents what could be the start of big expansions by Chinese financial institutions in the U.S.

If ICBC’s deal to acquire Bank of East Asia’s U.S. subsidiary goes through, Americans could walk into the retail branches, open check and savings accounts and, most significantly for many investors, open yuan accounts to trade the currency.

Signed in Chicago on the last day of Chinese President Hu Jintao’s state visit to the U.S., the move, comes as both Beijing and Washington are calling for greater commercial ties between the two countries.

The Chicago Bears defended QB Jay Cutler on Sunday after he came under withering criticism from fans, analysts and even fellow players for having left an NFC title game loss to the Green Bay Packers with a knee injury.

Cutler exited the game, with the Bears trailing 14-0, early in the third quarter. He remained on the sidelines, spending some of the remainder of the game looking sullen in a seat on the bench and some of it standing on the sideline.

Third-stringer Caleb Hanie rallied the Bears in a game they would eventually lose 21-14, but some fans took out their frustration on Cutler by burning his jersey in the parking lots outside Soldier Field.

Fellow NFL players questioned Cutler’s toughness on Twitter during the game, and ESPN analyst and former Super Bowl-winning QB Trent Dilfer called him out after the game.

“You can play this position (QB) hurt,” Dilfer said on ESPN. “Some of us have.”

Cutler said he hurt his knee late in the second quarter and said he was unable to play effectively after trying just after halftime. (Video of Cutler’s remarks below.)

“We gave it a go in that first series,” Cutler said, “but couldn’t plant and throw, so …”

Players such as Jaguars RB Maurice Jones-Drew and Cardinals DT Darnell Dockett suggested on Twitter that Cutler had let his teammates down.

But Bears LB Brian Urlacher rejected those who would question Cutler.

“Jay was hurt,” Urlacher said.. “I don’t question his toughness. He’s one of the toughest guys on our — he’s tough as hell. He’s one of the toughest guys on our football team. He doesn’t bitch, he doesn’t complain when he gets hit, he goes out there and plays his ass off every Sunday, practices every day.

“So, no, we don’t question his toughness.”

Bears coach Lovie Smith said there was no hesitation to pull Cutler after officials determined his knee was too sore to play. He appeared to grow agitated by repeated questions about Cutler’s status.

“He hurt his knee, and he was out,” Smith said. “There’s nothing else for me to tell you on that.”

The Packers earned a berth in the Super Bowl with the 21-14 win. Before exiting, Cutler was 6-for-14 for 80 yards with an INT. He was sacked twice.

Cutler could not identify on which play he was hurt, and said he hoped surgery would not be needed.

He said it was a “lonely feeling” sitting on the bench in the second half while first Todd Collins and then Hanie replaced him.

Asked if he was disappointed when the decision to lift him was made, Cutler said, “I knew that it was probably better that I didn’t.”

On Twitter, Jones-Drew and Dockett were among several players who commented on Cutler’s status.

•Said Jones-Drew: “Hey I think the urban meyer rule is effect right now… When the going gets tough……..QUIT.. … All I’m saying is that he can finish the game on a hurt knee… I played the whole season on one…”

Cutler said he had “no comment” when asked about the criticism of his toughness after the game.

A Chinese stealth fighter jet that could pose a significant threat to American air superiority may borrow from US technology, it has been claimed.

Balkan military officials and other experts said China may have gleaned knowledge from a US F-117 Nighthawk that was shot down over Serbia in 1999.

“At the time, our intelligence reports told of Chinese agents crisscrossing the region where the F-117 disintegrated, buying up parts of the plane from local farmers,” said Admiral Davor Domazet-Loso, Croatia’s military chief of staff during the Kosovo war. “We believe the Chinese used those materials to gain an insight into secret stealth technologies … and to reverse-engineer them.”

The Nighthawk was downed by a Serbian anti-aircraft missile during a bombing raid on 27 March 1999. It was the first time one of the fighters had been hit, and the Pentagon blamed clever tactics and sheer luck. The pilot ejected and was rescued.

A senior Serbian military official confirmed that pieces of the wreckage were removed by souvenir collectors, and that some ended up “in the hands of foreign military attaches”. Efforts to get comment from China’s defence ministry and the Pentagon were unsuccessful.

Parts of the F-117 wreckage, including its left wing, cockpit canopy, ejection seat, pilot’s helmet and radio, are exhibited at Belgrade’s aviation museum. Zoran Milicevic, deputy director of the museum, said: “I don’t know what happened to the rest of the plane. A lot of delegations visited us in the past, including the Chinese, Russians and Americans … but no one showed any interest in taking any part of the jet.”

Zoran Kusovac, a Rome-based military consultant, said the regime of the former Serbian president Slobodan Milosevic routinely shared captured western equipment with its Chinese and Russian allies. “The destroyed F-117 topped that wish-list for both the Russians and Chinese,” Kusovac said.

China’s multi-role stealth fighter – known as the Chengdu J-20 – made its inaugural flight on 11 January, revealing dramatic progress in the country’s efforts to develop cutting-edge military technologies. It is at least eight or nine years from entering service.

Russia’s Sukhoi T-50 prototype stealth fighter made its maiden flight last year and is due to enter service in about four years. It is likely that the Russians also gained knowledge of stealth technology from the downed Nighthawk.

After leading the nation last year in passing a law to sue the federal government over the health care overhaul, Idaho’s Republican-dominated Legislature now plans to use an obscure 18th century doctrine to declare President Barack Obama’s signature bill null and void.

Lawmakers in six other states — Maine, Montana, Oregon, Nebraska, Texas and Wyoming — are also mulling “nullification” bills, which contend states, not the U.S. Supreme Court, are the ultimate arbiter of when Congress and the president run amok.

It’s a concept that’s won favor among many tea party adherents who believe Washington, D.C., is out of control.

Though a 1958 U.S. Supreme Court decision reaffirmed that federal laws “shall be the supreme law of the land,” Gov. C.L. “Butch” Otter is promoting the idea, too. In his January 10 State of the State speech, he told Idaho residents “we are actively exploring all our options — including nullification.”

Sen. Monty Pearce, an Idaho GOP lawmaker who plans to introduce a nullification bill early next week, wanted to be the first one to give Otter a recently published book on the subject, “Nullification: How to Resist Federal Tyranny in the 21st Century.”

But Otter beat him to the punch.

“I took that copy and tried to give it to the governor,” he said, pointing to a copy on his desk. “He already had a copy.”

Sick of just passing largely symbolic resolutions decrying federal encroachment on states’ rights, proponents like Pearce say their bills will ratchet up the pressure on the feds: This isn’t just some piece of paper to wave about; if it passes — and there’s plenty in Idaho to suggest it will — this would become the law of the state, Pearce says.

It’s been tried before, a long time ago.

Back in 1799, Thomas Jefferson wrote in his “Kentucky Resolution,” a response to federal laws passed amid an undeclared naval war against France, that “nullification, by those sovereignties, of all unauthorized acts… is the rightful remedy.”

Three decades later, South Carolina Sen. John Calhoun pushed nullification of federal tariffs that many in the South deemed discriminatory toward agricultural slave states. President Andrew Jackson readied the military, before a compromise defused the situation.

In 1854, Wisconsin also sought to nullify the federal Fugitive Slave Act that forced non-slave states to return escapees.

And more recently, Arkansas defied the federal government’s order to desegregate public schools after the landmark 1954 Brown v. Board of Education decision.

In a unanimous 1958 ruling rejecting Arkansas’ position, the High Court wrote that states were bound by the Constitution’s Article VI mandating U.S. laws, when vetted by justices, “shall be the supreme law of the land.”

David Gray Adler, who directs the University of Idaho’s McClure Center for Public Policy Research, said nullification proponents ignore the fact that one Supreme Court decision after another has gone against them.

What they seem to be advocating for, he said, is a return to the state sovereignty that existed under the Articles of Confederation — exactly what the Constitution’s framers in 1789 sought to replace because it had failed.

“The premise of their position and the reasoning behind it are severely flawed and have no support in our Constitutional architecture,” he said.

After passing its “Health Care Freedom Act” last year, Idaho is already among 27 states now suing the federal government over the constitutionality of what health care overhaul foes deride as “Obamacare.”

Supreme Court justices haven’t yet weighed in on questions like whether residents can be compelled to buy health insurance.

But Thomas E. Woods, Jr., author of the 2010 book “Nullification” that Otter and Pearce have in their Idaho Capitol offices, argues states have the final say on the gravest issues, like when the government forces citizens to spend their hard-earned money.

If the U.S. president, Congress, and the Supreme Court get it wrong, Woods said, then Jefferson had it right back in 1799 when he wrote that states, as creators of the federal government, “being sovereign and independent, have the unquestionable right to judge of its infraction.”

“What do we do when we don’t get proper relief in the court?” Woods told The Associated Press from his home in Auburn, Ala. “We can’t just throw up our hands and say, ‘We tried.’ The creators had to have some way of not having that system destroyed.”

For Idaho’s Pearce, Obama and the Democratic-led Congress are destroying the American system.

“There are now 27 states that are in on the lawsuit against Obamacare,” Pearce said. “What if those 27 states do the same thing we do with nullification? It’s a killer.”

Leftists Hawaii governor adding fuel to the birthers fire by not being able to physically produce Barack Obama’s actual long form birth certificate.

Could the birthers have been right all along?

Pressure was mounting on Hawaii Governor Neil Abercrombie today amid increasing confusion over whether President Obama was born there.

Abercrombie said on Tuesday that an investigation had unearthed papers proving Obama was born in Hawaii in 1961.

He told Honolulu’s Star-Advertiser: ‘It actually exists in the archives, written down,’ he said. But it became apparent that what had been discovered was an unspecified listing or notation of Obama’s birth that someone had made in the state archives and not a birth certificate. And in the same interview Abercrombie suggested that a long-form, hospital-generated birth certificate for Barack Obama may not exist within the vital records maintained by the Hawaii Department of Health.

He said efforts were still being made to track down definitive vital records that would prove Obama was born in Hawaii. Abercrombie was asked: ‘You stirred up quite a controversy with your comments regarding birthers and your plan to release more information regarding President Barack Obama’s birth certificate. How is that coming?’

He acknowledged the birth certificate issue would have ‘political implications’ for the next presidential election ‘that we simply cannot have’.

‘It’s a matter of principle with me,’ the 72-year-old said. ‘I knew his mum and dad. I was here when he was born. Anybody who wants to ask a question honestly could have had their answer already.’ Birthers insist Obama, born in 1961, is not eligible to be commander in chief. The reasons often vary, and have changed and expanded in the two years since the Internet rumour began.

Some believe his Certification of Live Birth is fake and he was really born in Kenya. Others argue that Obama is a citizen of the United Kingdom or Indonesia. Most theories have been dismissed by many in public office and the media, and have been found to be misleading or generally untrue. However, the conspiracy theories still thrive, and according to Abercrombie, are likely to continue despite whatever evidence that shows him to be a proper U.S. citizen.

‘You’re not going to convince those people because they have a political agenda, or they have minds that go in that kind of direction,’ he told CNN. ‘Conspiratorial theorists are never going to be satisfied. This has gone into another area of political attack.’ And he again promised he would do ‘what I can do’ to publicly verify that records show Obama was born in Hawaii and is a citizen of the United States, making him eligible to be President.

The Governor vowed when he took office in December that he would do his best to end the debate over Obama’s birth, which began in 2008 during the presidential campaign. ‘We’ll do what we can as quickly as we can to make it inevitable that only those who wish the President ill, only the ones with a political agenda, will be the ones doing this kind of thing,’ he said at the time. ‘The President is entitled to the respect of his office and he’s entitled to have his mother and father respected.’
